Connection is cycling connecting-disconnected rapidly

What is that could be going on? It’s my dad’s computer in Germany (my OpenVPN server is in the U.S.), and he has only 2.81 Mbit/s down and 1.96 Mbit/s up. Could that have something to do with it?
