Windows 10 cable unplugged

After install, I attempt to connect to a known, good OpenVPN endpoint on my new Windows 10 laptop. Every time after the adapter is enabled, windows reports that the network cable is unplugged and the connection times out.

Any suggestions?

I had this issue where it would connect to the wan ip but client IP pulled 169.254.x.x autoconfigure IP. I disabled the virtual network adapter created by the openvpn client and it fixed it.
